HJW exists to improve the spiritual, physical, and psychological well-being of men, women, and children in the local communities. Its mission is to understand and act upon the needs and lives of children, youth, single mothers, and families that promote family strength, youth development, and positive family growth. HJW will accomplish its mission through training, outreach programs, and education. The focus is on helping individuals build life enhancing skills which are fundamental to permanent transition from dependency to self-sufficiency.

EXECUTIVE DIRECTOR
Yolanda L. Bradford is the Executive Director and Co-Founder of HJW Career & Financial Literacy Institute, Inc. She is also the owner of YLB Accounting & Consulting Services in Shelbyville, Kentucky. YLB is an SBA-8(a) & SDB Certified, Kentucky DBE Certified and Minority Woman Business Enterprise. Her Bachelors degree is in Accounting, Masters Degree in Public Administration ~ Human Resources Management, and she is a Commonwealth Certified Public Manager. Yolanda has NCHEC Certifications in Foreclosure Intervention and Default Counseling, Pre-Purchase Homeownership Education, Homeownership Counseling and Post-Purchase Homeownership Education through NeighborWorks America Training Institute. She also completed the Professional Certificate Program in Homeownership and Community Lending Program of Study in February 2009.
She worked with the Commonwealth of Kentucky for eleven (11) years. She worked eight (8) years with the Department of Transportation as an Audit Team Leader with the Division of Road Fund Audits. She worked two (2) years with the Department of Education as an Educational Financial Analyst with the Office of District Support. In this position, she reviewed 176 school district audits for A-133 Federal requirements, managed the Federal Insurance Reimbursement program where school districts are required to reimburse the State for federally funded employees insurance premiums on a monthly basis, and reviewed 30+ non-profit agency audits for A-133 Federal requirements over $500,000. Her last position before resigning from state government was the Administrative Branch Manager with Department of Public Advocacy in the Division of Protection & Advocacy. Her responsibilities were to perform fiscal budget oversight for seven federally funded grants pertaining to individuals with disabilities, assured compliance with branchs budget & prepared Commonwealth biennial operations budget, and supervised six administrative support staff.
Under the leadership of Yolanda Bradford, YLB Accounting Services became one of the largest financial counseling and homeownership counseling agencies in Kentucky. As a financial counselor, Ms. Bradford helps promote and educate individuals with workshops for homebuyer education, foreclosure prevention, predatory lending, post purchase education and budget & credit. She actively works with banking institutions, realtors, and other non-profit agencies to promote financial literacy programs to promote economic growth in the community.
Yolanda Bradford, along with her sister Joyce L. Harris, are the co-founders of The Hazel Joyce Wiley Career & Financial Literacy Institute,Inc. (HJW). HJW was founded in memory of their mother, the late Hazel Joyce Wiley.

Joyce L. Harris is the President & Co-Founder of HJW Career & Financial Literacy Institute, Inc in Shelbyville, Kentucky. Her Bachelors degree is in Finance and her Masters Degree in Public Administration ~ Human Resources Management.
Joyce Harris has assisted the military community for the past 8 years in various capacities to include: Financial Readiness Manager, AER Officer and Financial Counselor.
Mrs. Harris was certified as an AFCPE Certified Financial Counselor on 11/06/2009.
Certified by AFCPE to assist clients with overcoming financial indebtness, develop effective spend plans and achieve financial goals. She was certified as an ACS Master Trainer on 01/05/2009. This certification qualifies her to train Instructors, Briefers, and Facilitators on standard practices required by Army Community Service Family Programs. Awarded the Department of the Army Certificate of Achievement for outstanding service to the 22nd ASG, as a member of the Family Assistance Center (FAC) during operation Iraqi Freedom. Also, she was presented with an Achievement Medal for Civilian Service while serving in the capacity of AER Officer to the Caserma Elderle Community. In 2007 she was awarded a Superintendent Coin for implementing a successful 2007 AER Campaign to the West Point Community.
HJW provides financial literacy education to the community. The program is called The Cornerstone Financial Literacy Program. Due to the rapid changes occurring in the economy with personal savings at low levels and bankruptcy and foreclosure ratings on the rise, it is important to provide financial education to individuals and families in the community. Financial literacy can help individuals and families become aware of common pitfalls and instruct them on ways to avoid those issues while developing financial management and planning skills that will improve their income, savings, and other assets.

Budget and credit education focuses on the financial management of adults in a day-to-day operation. The workshops will include but not be limited to check-writing, balancing your checkbook, creating a budget, savings, credit cards, credit reporting & scoring, and other major financial topics to increase knowledge and economic empowerment to the citizens in the communities.
Youth Financial Literacy Conferences and Retreats will educate youth on economic development, financial management, savings, and banking.
Loss Mitigation is to essentially prevent foreclosure on homes. Our loss mitigation counselors asses each case to determine what can be done to preserve the homeowner's financial standing, and possibly let the homeowner keep the home.
Pre-Purchase Education ~ These classes are designed to help potential home buyers understand budget and credit, learn about the mortgage loan process, find the right house, understand the loan closing, prevent foreclosure, learn basic home maintenance and avoiding predatory lending. The classes are forums of information exchanges that broaden the participants knowledge of the entire home buying process.
Post-Purchase Education ~ These classes offer financial planning, working with a contractor, understanding home equity, home maintenance, homeowners insurance, property taxes, facts about the mortgage, home improvements, and avoiding predatory lenders.
Pre and post purchase counseling includes one-on-one financial counseling sessions that includes reviewing a merged credit report from Equifax, Experian, and TransUnion, developing an action plan, creating a budget, addressing derogatory credit issues, loan application preparation and reviewing the home-ownership process.
Homeless counseling services include housing assistance for people who are homeless, un-sheltered and/or losing housing. Services are offered to help people become self-sufficient and move into or maintain affordable permanent housing. The programs will provide housing placement, counseling, financial and material assistance, case management, employment training, and education classes.
Fair Housing counseling provides individual counseling sessions for renters and homeowners on fair housing laws, landlord/tenant rights, and how to report discrimination when and where it occurs. Fair Housing Law is also a standard part of homebuyer education curriculum taught by a Fair Housing Specialist.
This program is designed to assist single mothers in achieving greater economic success through financial education, training, savings, and housing grant opportunities. The participants are required to attend financial and home-ownership education workshops.
We provide IRS Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE) Program for those that qualify. The VITA Program offers free tax help to low-to-moderate income (generally $49,000 and below) families who cannot prepare their own tax returns. The TCE Program provides free tax preparation to people age 60 and older. IRS Certified volunteers are trained to help prepare basic tax returns for taxpayers.
